Dangote Refinery Still Awaits Full Operational License, Remains in Pre-Commissioning Phase
The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has revealed that Dangote Refinery, despite nearing completion, remains in its pre-commissioning phase and has yet to receive a full operational license.
This update comes amid high expectations for the refinery, which is anticipated to significantly reduce Nigeria’s reliance on fuel imports once fully operational.
According to George Ene-Ita, Head of Public Affairs at NMDPRA, the refinery is undergoing a phased process, with only two out of four priority sections approved for hydrocarbon introduction.
“The entire plant is subdivided into four sections technically referred to as priorities one, two, three, and four,” Ene-Ita explained.
“At this stage of pre-commissioning, only priorities one and two have been given approval to introduce hydrocarbons, which allows the plant to operate on a test-run basis.”
During this phase, the refinery is permitted to produce petroleum products like diesel, jet fuel, and kerosene, released into the market under regulatory supervision.
Rigorous pre-startup and safety audits are also being conducted to ensure the refinery’s readiness for full-scale production.
Ene-Ita noted that full production and increased PMS volume would only be achieved when approval is given to introduce hydrocarbons into priorities three and four.
“Once these sections are operational, the plant will undergo a 90-day observation period during which additional tests and audits will be carried out to confirm compliance with regulatory guidelines.
If, after 90 days, our technical team confirms that the facility adheres to all parameters, the refinery will be issued a License to Operate (LTO), marking its full operational status.”
Regarding concerns over the color of PMS produced during the pre-commissioning phase, Ene-Ita clarified that color is not necessarily an indicator of product quality.
“When the Dangote Refinery becomes fully operational, it will be expected to produce PMS that conforms to the Nigeria Industrial Standards (NIS) color specifications.”

The Central Bank of Nigeria (CBN) has also introduced risk-based cybersecurity frameworks for banks.
In 2024, regulatory enforcement intensified, with penalties exceeding N15 billion imposed across the industry.
Experts say these measures are beginning to close the gap between rapid digital expansion and consumer protection.

Banks are increasingly investing in invisible security systems designed to stop fraud before it happens.
These include real-time transaction monitoring, anomaly detection and automated intervention tools.

Union Bank, one of Nigeria’s leading financial institutions, says its digital platforms — including UnionMobile, *826# USSD service and Union360 — have recorded strong customer satisfaction scores in 2025.
The bank attributes this to continuous investment in backend security systems and a customer-focused culture guided by its ICARE values.
During World Consumer Rights Day in March, the bank also reiterated its commitment to protecting customer rights internally.

Revenue rose to N1.77 trillion, a 16% increase from N1.53 trillion in 2024, driven by demand for staples such as sugar, flour, pasta, and rice.
Profit after tax jumped by 95% to N518.4 billion, while gross profit climbed to N737.26 billion.
The company also proposed a dividend of N28 per share—more than double the previous year—bringing total payouts to N504 billion, pending shareholder approval.
